Adoption of the Seveso I Directive in 1984 came as a direct consequence of many major accidents since 1946. It aimed to prevent and control chemical accidents in all EU member states.


The European Seveso II Directive, implemented in the UK as COMAH (Control of Major Accident Hazards), aims to prevent major industrial accidents involving dangerous substances and to limit the consequences to people and the environment of any accidents that do occur. Regulators are now obliged to close down chemical plants that fail to comply with the new legislation.
Operators of COMAH Top Tier Sites will be required to produce a COMAH Safety Case and a Major Accident Prevention Policy (MAPP). Operators of COMAH Lower Tier Site’s will be required to produce a Major Accident Prevention Policy (MAPP).

COMAH safety reports are public domain documents and operators are also obliged to test their internal and external emergency plans.
